Focus in this module is on the Skilled Workers category. Topics include: the immigration selection criteria and related law and regulations; assessing experience and language; application forms. Students learn about arranged employment: what constitutes an application, substituted evaluation, timely decision and retroactivity, and procedural fairness. Students are introduced to Quebec Immigration and the various Provincial Nominee Programs. They explore the legislative, regulatory and policy underpinnings of business immigration: self-employed, entrepreneurs and investors. In addition, criminal and medical inadmissibility are covered. The exercise of discretion by visa officers and ethical considerations are also components of this module. Ethics is studied as it relates to the above topics and the CSIC Rules of Professional Conduct.
